Emphasis is on content ===> data must be stored in a
standard, application independent, extensible format
Applications are only required to use this standard format
to cooperate ===> smaller, simpler tools written by different working
groups in the most appropriate language
More developed architectures could be exploited to make
the applications cooperate in a more direct way
Standard tools (e.g. search engines, browsers) can be used
on different kinds of data
Modules for the legacy systems are required to export
data in the standard format
